Web Hosting in Rwanda: Data Rules, Languages and Setup (2026)

Rwanda is one of the most digitally ambitious countries in Africa, and Kigali hosts conferences, startups and regional offices from across the continent. Two things set Rwandan websites apart from their neighbours: data protection rules that look closely at where personal data is stored, and audiences that read in English, French and Kinyarwanda. This guide covers both, then the practical choices of hosting, domains and payments.

Start with the data question

Rwanda’s Law No. 058/2021 on the protection of personal data and privacy is overseen by the National Cyber Security Authority (NCSA). Among other things, it has specific rules about storing personal data outside Rwanda.

Before you choose hosting, sort your website’s data into two groups:

  1. Public content: pages, articles, product information, photos. No personal data, so where it is hosted doesn’t raise data protection questions.
  2. Personal data: contact form submissions, customer accounts, applications, donor or patient details.

For a typical company or organisation website, most of the site is public content, and personal data comes in only through a contact or enquiry form. Keep that to a minimum, store it securely, and check the NCSA’s current requirements (including any registration or authorisation for data stored abroad) before you collect personal data at scale. For systems that hold large amounts of personal data, such as patient records or school management systems, take legal advice on where they may be hosted.

Building a multilingual Rwandan website

Many Rwandan organisations need at least two languages. On WordPress, the usual approaches are:

  • A translation plugin such as Polylang or WPML, with each page in English, French and/or Kinyarwanda and a language switcher in the menu.
  • Separate subfolders, such as /en/, /fr/ and /rw/, so search engines can index each language.
  • hreflang tags, which most translation plugins add automatically, so Google shows the right language to each visitor.

Translated pages roughly double the content, so choose a hosting plan with room to grow. Every Hostnali WordPress hosting plan includes one-click WordPress, LiteSpeed Cache and staging, which lets you test a translation plugin before it goes live.

Who builds websites in Rwanda, and what they need

Website typeWhat matters most
Conference and events organisersFast registration forms, reliable uptime around event dates
Startups and tech companiesA VPS or cloud hosting for their app, plus a marketing site
Hotels and tour operatorsBooking enquiries from abroad, galleries, multilingual pages
NGOs and international organisationsReports, staff email, credibility with donors
Government suppliersA professional profile, certifications, tender documents

Startups running their own applications usually need root access: see VPS hosting from $12.42 a month.

Domains for Rwandan websites

Rwanda’s country domains (.rw, .co.rw, .org.rw, .ac.rw) are managed by RICTA. They signal a Rwandan organisation, but each has its own registration rules. Many Rwandan businesses that work across the region use a .com ($14.93 a year) or .africa ($20.98 a year) as the main address and keep the .rw to protect their name. Register .com or .africa with us, and ask our team about Rwandan domains.

Payments

Rwandans pay mostly with MTN MoMo and Airtel Money, and businesses selling online should offer them alongside cards through a payment gateway that supports Rwanda. Hostnali’s own prices on hostnali.com are in US dollars, payable by card, bank transfer or M-Pesa, which avoids conversion surprises with Rwandan francs.

A sensible setup for most Rwandan organisations

  1. A .com or .africa domain, plus the .rw version of your name.
  2. Web hosting with WordPress and a translation plugin.
  3. Professional email for every staff member.
  4. A contact form that collects only what you need, with a privacy notice.
  5. A VPS later, if you build an application of your own.

Frequently asked questions

Can a Rwandan company host its website outside Rwanda?

Public website content can be hosted anywhere. If the site stores personal data, check the NCSA’s current rules on storing personal data outside Rwanda before you collect it.

How do I make my website available in English, French and Kinyarwanda?

Use a translation plugin such as Polylang or WPML on WordPress. It creates a version of each page per language and adds the tags search engines need.

How much does a website cost to host in Rwanda?

Hosting starts at $18.29 a year, and a .com domain costs $14.93 a year. Plans from Standard upwards include a domain for the first year.
